Robin Howard


As a qualified Civil Engineer with substantial experience in planning and development in both public and private development sectors, Robin holds an unrestricted A1 accreditation under the NSW Building Professional Board (BPB) accreditation scheme and a D1 level of accreditation to issue strata certificates.

Robin and the Building Certificates Australia team understand that time directly impacts costs when it comes to development and their goal is to reduce delays and deliver practical development solutions for clients, all within the existing legal framework.


Orlando Da Silva


Orlando Da Silva has more than two decades of comprehensive knowledge and experience in Building Regulations, Certification, Fire Engineering, the National Construction Code (NCC), Fire and Life Safety, advocacy and policy development. He has worked at both Local and Federal Government levels and also in the private sector. Orlando is also an A1 Accredited Certifier and holds accreditations in various other states around Australia.

Orlando’s comprehensive understanding, knowledge and relationships within the building and construction industry, combined with this passion for keeping abreast of the ever-changing legislation makes him an invaluable asset on all BCA projects.

Scott KitchinG


Scott Kitching joined the BCA team in 2011, bringing with him over 10 years of experience in working for the Council, as well as in the private sector. Scott is an A4 Accredited Certifier (building inspector), specialising in NCC Consultancy for all classes of building, NCC Compliance Reports, Issue of Part 4A Certificates pursuant to the EP&A Act, Dealings and Mediation with Council in Planning and Development Matters, Fire Safety Assessment and Reporting and also Accessibility Reporting.


Tim O’Reilly


Tim has worked in the building surveying industry for over 14 years, consulting to industry and government on all aspects of building regulation and control.

Primarily dealing with the administration of the Environmental Planning and Assessment Act, Regulations, National Construction Code (NCC) and associated Australian Standards relevant to the NSW construction industry, Tim has experience in both the Local Government and private sectors as a Building Code Consultant, Building Certifier and Fire Safety Specialist.

Building Regulations Consultant / Accredited Certifier

With 25 years’ experience in the building, planning and construction industry within both the public and private sectors, Michael has had significant exposure to the Environmental Planning and Assessment Act, the National Construction Code (NCC) and all legislation relevant to determining applications and enforcing their requirements.


As an A3 Accredited Certifier and qualified Building Surveyor and Planner who has worked on projects ranging from residential to commercial developments of all types and sizes, Michael possesses the skills and experience to confidently determine complying development certificates, construction certificates and occupations certificates.

Building Surveyor

Since joining the BCA team in 2017, Tiana has since obtained a Diploma in Building Surveying at Distinction Level and now specialises in residential Class 1 and 10 buildings, but also works on projects of all types and scales to further her professional growth.

Tiana is highly driven and passionate, always striving to work with clients to streamline the certification process and find solutions to any type of issues that arise quickly and efficiently.
